OCTOBER 16, 2013

MINUTES

This meeting, held at Prickly Pear Restaurant, 80 Main Street, Hackettstown, NJ was called to order at 9:00 am by President Dana Mooney.

Roll call: President Dana Mooney – present

1st Vice-President Danette Dyer - present

2nd Vice-President Linda Roth - present

Secretary Jean McKenna - present

Treasurer Gail Magura – present

Chaplain Jessica Caruso - present

Minutes from April 19, 2013 meeting were distributed to all members for approval. Motion was made by Dawn Babcock, seconded by Dawn Gallant. All in favor.

The Treasurer’s report will be forwarded with the next meeting notice and placed on the agenda for approval. Reports will also be available on the website.

COMMITTEE REPORT: Daryn Cashin reported that BAC is being taken over by Corelogic. The expected date when we will see a change is February, 2014.

The Nominating Committee offered the following slate of officers for 2014:

Dana Mooney – President

Danette Dyer – First Vice President (Warren)

Linda Roth – Second Vice President (Sussex)

Gail Magura - Treasurer

Toni Grisaffi – Recording Secretary

Jessica Caruso – Chaplain

All positions are for a two-year term and the officers will be sworn in at the December 13 meeting.

NEW BUSINESS:

The date for the annual Christmas party has been changed to December 13, 2013.

Gail Magura and Dana Mooney will continue to keep the SWTCTA website up to date. Please contact Dana if you have an interest in handling the website updates.

Meeting dates for 2014: Friday, February 21 1:00 pm Warren County

Friday, April 11 1:00 pm Sussex County

Friday, June 20 1:00 pm Warren County

(Reorganization) Wednesday, October 22 9:00 am Sussex County

(Christmas Party) Friday, December 12 1:00 pm Sussex County

CONSTITUTION AND BY-LAWS

After a motion by Jessica Caruso and second by Danette Dyer to amend the Constitution and By-Laws, Dawn Gallant gave an overview of the changes made to the Constitution and By-Laws previously distributed to all members. After discussion, the section containing language specific to notification of members was amended to mailing and emailing (Article 5) All twenty (20) voting members voted to

accept said amendments and adopt the Constitution and By-Laws as discussed. The Constitution and By-Laws of the Tax Collectors and Treasurers Association of Sussex and Warren Counties as amended and adopted on October 16, 2013 is attached hereto and made a part hereof.

ROUNDTABLE DISCUSSION:

Issues effecting the Tax Collector’s office were discussed; particularly, property maintenance and foreclosed properties. Members offered suggestions on what works in their offices.

The Chief Financial Officers discussed issues such as complying with the Best Practices checklist, how to develop a surplus policy and internal control procedures.
